县乡政府治理的危机与变革（5） − 政治 − 专家专栏 − 文库 − 宣讲家网

核心提示：进入21世纪以来，县乡政府在政府体系中的位势发生重要变化。“重新集权化”全面挤压了县乡政府，直接加剧了县乡政府与上级政府的紧张关系，间接加剧了县乡政府与基层民众的紧张关系。现在，基层政府已经陷入深刻的治理危机，这种治理危机具有深刻的体制根源。如果政府体制改革缺乏强有力突破，或将出现多重危机并发局面。政府改革需要抛却传统思路，重新界定和确立不同层级政府间权力关系，在不同层级政府间建立全新的互动模式。

Crisis in and Reform of Governance by County and Township Governments

—Structural Adjustment in Distribution of Management Power and Interaction Mode

Abstract: Since the entry into the 21st century, there have been important changes in the position of county and township governments in the government system. "Re-centralization" pressured county and township governments in various respects, which directly exacerbated their tight relations with higher levels of government. Now the primary-level governments have fallen in the mire of a deep crisis of governance, which is attributed to profound institutional root causes. Without a strong breakthrough in government reform, multiple crises may occur at the same time. To promote government reform, the traditional concept should be discarded, the power relations between different levels of government should be re-defined or established and a new interaction mode should be established among them.
