On the Central Government-Authorized Reform Trials in Certain Places

Abstract: At present, China enters a new period of comprehensively deepening reform. It is a major test on the governance capability of Party organizations and governments at all levels. Local Party organizations and governments could conduct trials first and explore boldly in accordance with the general guiding principles of the central government's policies; actively formulate substantive plans and measures for implementing reform, and have the courage to put them into practice, especially in the areas and places that have been explicitly authorized by the central government; and demonstrate all this to the whole country. The local governments, in addition to vigorously preparing specific plans for deepening reform on the basis of the conditions of their respective region or department and the past experience in reform, implementing them as soon as possible, and providing reference to the central government, should bravely face the problems of their region or department and the hot issues the general public are concerned about, use the problems as a reason for demanding reform, put forward reform schemes targeted at solving major practical problems and implement them promptly, and try to scout the trail for the central government to comprehensively deepen reform.
