美国公务员录用制度的改革与发展(3)

核心提示:20世纪90年代之后,美国政府改革运动持续进行,各届政府都有推动公务员制度改革的重要行动并由此实现了当代美国公务员制度的转型。综合来看,20世纪90年代以来美国公务员录用制度改革与发展呈现出如下主要特点:  1. 遵循和维护公务员制度的核心价值与基本原则。
