The Four Dimensions of Clearing the Powers in the Process of the Transformation of Government Function

[Abstract]Clearing the powers is the important premise of transformation of government function. The article starts from clearing the powers in the process of transformation of government function ,argues that the four dimensions of clearing the powers include the decentralization to the market, the decentralization to the society, the horizontal decentralization and the vertical decentralization. Only through dividing governmental power structures scientifically and reasonably, pushing forward the Streamlined Administration and Decentralization actively and steadily, and forming the diversified pattern of governmental power gradually, we may ultimately achieve scientific and effective mechanisms of power restriction and coordination , truly realize the transformation of government function,and establish an overall objective of socialist public administrative system with Chinese characteristics.
