大政府还是小政府:灵巧型政府建构进路(6)

综述所述,创造更好的持续经济增长和公民服务质量提升是源自灵巧型政府而非小政府或大政府这种机构组织外部形态变化,灵巧型政府并非一味要求政府规模的缩减或扩张,。[[25]]其通过对市民需求灵活、现实的回应更能提升公共服务满意度,全新组织架构下合作型公共部门更易提供无缝隙服务并提升政府效率。正如学者通过对71个发达、发展和转型中不同类型经济体1996到2003年的实证研究表明,政府规模和政府质量都对经济增长有重要影响,但改善国家层面的政府治理能力是促进经济发展的首选,[[26]]而灵巧型政府恰恰着眼于国家层面的治理能力改进,在给定成本收益比率中实现政府改革价值最大化创造。

当然,本文并不是要给出一实现此目标确定性路径,因为对公共部门而言,现实也许永远不存在合理的规模,政府改革也永无止境。希望通过不同理论借鉴和互动,取经世界各国改革理念的合理内核,给中国未来改革提供新思维。虽然“中国行政管理改革有着强烈向西方学习模仿的过程,特别是向英国和美国,但改革设计毕竟发自内部,中国特有的结构性因素和文化因素依然影响改革方案设计”。[[27]]未来实践者和研究者需以中国现实背景考量下的改革设置长远战略目标,推动各方利益攸关者的参与互信、分享与整合以创造更好的公共价值。

[①] 在2012年出版该书中文版时,翻译名为《重返工作:为什么强劲的经济增长需要一个开明的政府》,笔者认为该翻译不妥。克林顿所借用的灵巧型政府概念,最初来自美国科罗拉多州议员马克(Mark F.)在2010年提出的《责任、透明、回应性政府审计法案(State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act)》,择取该法案名字首字母缩写意在通过信息时代预算与审计改革构建灵巧型政府(SMART Government),该理念随后在美国各州实践并在学界产生广泛影响,在2011年克林顿采用该概念进一步扩大其影响。
