因此，中国经济转向更为科学和可持续发展是有机会和可能的。然而，为了抓住这些机会，压制那些利益集团的反对，需要加强国家能力。只有当国家强大到足以抵御国外和国内的利益集团施加的压力时，这些问题才会真正得到改变。要想实现这个目标，需要动员和组织大众来坚定地支持国家。
