那么，新政治观对于精神大厦的建设有什么作用呢?所谓新政治观，强调的是世情国情党情发生重大变化后，我们原有的政治观已经无法有效解读变化了的世界，比如，原来支撑我们精神大厦的核心是共产主义信仰，共产主义如何实现?按照马克思主义理论，需要以社会主义消灭资本主义，最终实现共产主义。随着时代的发展与中国共产党理论的突破，我们已经不再追求消灭资本主义。十二大党章修改删除了国际共运的内容，中央领导出访也明确强调“我们不输出革命”，再加上“命运共同体”的最新表述，自然给人们以共产主义无法实现的感觉，当一种精神目标永远无法实现后，也便失去了魅力。实际上，中国共产党不可能放弃共产主义，因为放弃的结果就是惟功利目标、眼前目标，而没有远大目标，就出现了美国总统奥巴马不久前所说的情况：政党没有高下，因而没有谁高于谁。假如共产党不存在高于其他政党的部分，也就必须和别人一样处在一个平台上竞争。既然优势在远大目标，而过去的实现途径已经切断，那么我们就需要开拓新路，让追随者感知、认知，进而追随。这个工程是宏大而艰难的，其过程与结果都涉及新政治观的确立。

大国崛起是一个需要全党全国人民加深认识的命题，在一定意义上，认识的程度直接决定着中国能不能崛起和走向哪里。

The Rise of Spirit: Chinese Dream Going to the World

Abstract: Economic prosperity can never go far without spiritual support, not to mention its rise. There are two factors that hinder China from realizing its dream of making itself strong; one is that China lacks a deep understanding of the meaning of life as well as an accurate grasp of the essence of the rise of great powers and dynamics of the world spirit, and the other is that China is impeded by the cultural psychology of small-scale peasant economy. To realize its rise, China need to promote the emergence of thinkers with greater inclusiveness, establish core values that link their universality with nationality, remove restrictions on thoughts and concepts with a new political outlook, and build a system of spirits that is representative of the characteristics of the times and meets the practical needs.
